Abandon Travis and use Github Actions instead #363

We will need to create a PyPI secret token before merging this. Also, I am not 100% sure it works as expected and would like to double check with someone with more experience with GitHub actions.

This closes #288.

Tested this on my branch, publishing to test.pypi, and it seems to work. Only thing we need to do when merging this branch is add an API token from: https://pypi.org/manage/project/grlc/settings/
