CodeListReference do not reference a CodeList #48

This has got a bit confused, the structure is: CodeListSchemeReference (1) -> CodeListScheme (1) - > CodeList (3)

The VariableRepresentation has a CodeListReference (3) which references the associated CodeList

The URNs in CodeListReference do not point anywhere, The correct URNs appear in CodeListSchemeReference so it looks like they have been assigned to the wrong element

The URN of the CodeListScheme (of which there should be 1) should be assigned to CodeListSchemeReference (of which there should be 1)
