Issue with importing tv.txt mappings

There is differnet behaviour between onsls and heaf.

I imported topic-variable mappings to onsls (onslstv.txt) It contains lots of none (0) and it loaded successfully (https://closer-archivist-onsls.herokuapp.com/admin/datasets/4/imports/169)

I imported topic-variable mappings to heaf (heaftv.txt). It contains lots of none (0) and it failed (https://closer-archivist-heaf.herokuapp.com/admin/datasets/10/imports/131)

There should be no difference?

This was related to heaf having the incorrect database for topics. It has no been resolved.
