Add an MOI interface #38

It might be cool if this package had an MOI interface so MCPs written in JuMP could be solved by this or PATH.

The interface should be pretty similar to: https://github.com/chkwon/PATHSolver.jl/blob/master/src/MOI_wrapper.jl
