In particular, to aggregate gridded data sets in specific geopolitical regions, we need

[ ] Spatial masks for "admin2" regions (State/Province)

Added adm2 shapefiles for China and Italy to the dropbox. We now have all the shapefiles that link to the data from Hsiang2020. Got the same shapefiles that they used in their analysis (including the adm1 shapefile) so the env and epi data should (in theory) merge easily.

@jproctor91 I've now processed the Adm1 data for China and Italy in this notebook of https://github.com/COVID-Weather/covid-environmental-factors/pull/18. I only just read this and realized that I also have Adm2 for both... I can try to downscale to admin2 this week... may take me a while just because of string-matching between all of the various datasets...
