Floodnet contribution #11

As part of my work in FloodNet I have developed several functions to perform flood frequency analysis. They aim to facilitate both at-site and regional frequency analysis using either annual maxima or peaks over threshold following an S3 paradigm. It most likely need some more improvements and changes to before being fully compliant with the package guidelines. I would like to know if this is of interest to you and if there are major changes that need to be done.
