V.in.et fix #30

This fix leaves v.in.et unchanged, and instead updates the configuration and interpolation to explicitly identify the API to use for the et. server. This seems to me the best and easiest fix.

I DID NOT test.

This is Wrong! I should have made the pull request to GOES-16/17 branch
