Documentation skeleton. Couldn't test the Read the Docs server build as I can't build it locally or with the private org repo. sphinx-build works no problem though.
Also added a CONTRIBUTING.md to be updated later.
Note: Whoever has the Read The Docs credentials has to specify the cusub_documentation/requirements.txt as per the documentation. (Using the project admin dashboard section)
