Crowdsourcing to the rescue. While sites like Yelp and Google allow businesses to "claim" their location, citizens cannot mark businesses as closed, or easily add new ones. The goal is an app that allows people to easily mark, edit, and close business entries - with sufficient methods of review for people to maintain quality information. (Those people would probably be local government employees, with the participation of the business owners.)
