Different individuals are often involved in the collection of data as part of property titling process. Current mobile collection workflows with Cadasta involve entering new records. They needs to be a workflow where a project can have existing partially completed data which can then be assigned to a data collector to then complete.

In the Philippines there is a rapid assessment done at the start of a titling process. The desired process looks like this:
Data is gathered at the beginning of the process it is as followed: lot number, survey claimant, lot data status, lot area (from tax declaration), tax declarant (from tax declaration) and put into Cadasta. This information comes from a couple of offices that would want to enter it through a web interface.
Data is downloaded on a mobile survey for offline collection
Accessor goes and files in the remaining field: Current Claimant, Address of Current Claimant, Representative, Address of the Representative, Mode of Acquisition, Dominant Use, Remarks
