5 years ago I checked this bug using the following steps:
- I created a WordPress test site on my desktop locally using Lando.
- I installed CF plugin on my test site.
- Using the CF plugin, I created a blank form.
- I added a Radio field with Test name to my created blank form.
- I added a Special Star Rating field with Rating name to my form.
- I made the Rating field as required.
- Then I added Button field with Type Next page and Next name to my form.
- I added one more page to my form.
- On Page 2, I added a Submit button to my form.
- I added a condition that if I click on Test radio field, other fields of my form will show up on the form.
- I saved and loaded the created form.
- On selecting Test radio field, other fields of my form showed up on the form as I expected to see.
- I Selected 4 Stars in the Rating Field.
- I clicked on Next button and it took me to Page 2 of my form.
- On Page 2, I Clicked on the Submit button and the form was submitted successfully.
- When I checked my email, I received the submitted form information.
- It was showing 4 Stars value which I selected in the form and it was same.
- I tested this bug on Google Chrome & Safari browser.
Javascript Errors:
- When I checked the console of my web browser I didn’t see any javascript errors.
PHP Errors:

When I checked the debug.log file of my WordPress test site I did not see any PHP errors.

So according to my testing & findings, I think this is not a bug as I received the 4 Stars value in my email which I selected in the submitted form and it was as per my expectations i.e I should receive an email with 4 Stars value selected in the form.

What Is The Unexpected Behaviour?
Star ratings always send a 0 value when users submit forms in safari. I tried setting the fields to required, but that resulted in the form being unable to submit, but not giving any error message.
The fields are set to show up when a previous radio button is selected.
I saw several related issues with didn't see anyone describing this exact issue. I'm now testing with range sliders to see if they have the same issue.
