Add NEO Surveyor Joint FOV #16

Currently surveyor only supports single chips, create a joint FOV similar to what exists for ZTF.

This should contain 8 single chip FOVs.

We may consider adding a rectangle for the area containing all chips as well as the gaps, which would enable checking to see if an object landed in the gap itself.

For my purposes, the rectangle containing all detectors will suffice. I’ll be able to flag and “excuse” missed detections downstream from their positions.
