Add initial support for Spice Kernels of Type 10 - TLE #72

This adds initial support for SPICE SPK type 10 - two line elements.

Along the way this also includes Generic Segments, which are generic spice kernels used by only 2 segment types.

This is not a complete implementation, more details have been specified in #66
