Metadata 2.0 - Update Look and Feel #122

@sean-eagles Please assign this ticket to me when you get a chance. This is based on our yesterdays meeting discussions with Christopher in regards to look and feel of the Metadata 2.0 and something you would prefer me to look into.

Looking into the design of the blue theme and how to make improvements while still keeping the look and feel.

The original design (attached here) for this ticket was completed and reviewed by the team. Meatada-2 0-Record Details - Data Resources Metadata-2 0-Record Details - Community Metadata-2 0-Record Details - Metadata

IMPORTANT - based on our latest discussions with the team, we have adopted the Metadata 2.0 approach into GIT-862 Footer and Map view approach and as a result the design did change slightly (to be reviewed in GIT-862). Therefore to avoid any confusion going forward the decision was to put this ticket on hold until we finalize the GIT-862 including the Metadata details and then do a presentation to the entire team.

Ideally this ticket (GIT-122) can become a sub ticket of GIT 862
