Fix bootstrap #306

Purpose

As mentioned in #305, the make bootstrap command fails it yarn is not installed locally.

Proposal

[x] Ensure we are using the node container so that Docker is the only dependency
[x] Fix node group creation if it already exists in the base Docker image

Coverage remained the same at 99.605% when pulling 8be61f7984ece4769e4b312e265efd5b7836d71b on fix-bootstrap into 903a5b2825be6bff7cddb024756c0ea8747b86f9 on master.
