Submitter not visible on changes screen #3455

Affected Version: 2.10

What steps will reproduce the problem?
1. submit a change
2. look at email and change-page (status merged)

What is the expected output? What do you see instead?

A step in the history should read "user has submitted change". I only see that 
it was sucessfully merged by the "Gerrit code Review" system user.

The notification emails on the other side tell me who has actually submitted 
the change (in the web gui).
