Better GBIF registry integration #1369

Description

The information exchange with the GBIF registry should be improved:

  1. store CLB dataset keys in the registry as alt identifiers of type CHECKLISTBANK
  2. insert missing CLB datasets into the registry when
    • license fits
    • an endorsing node exists? to be discussed. consider default CLB/COL publisher
