Achieve clarification on exact timing of release of funds each month to funded proposers

Request that Marek plans a monthly buffer so a fixed date/time can be given.

@mercyA1 , @stephen-rowan, Danny Ribar and @harriswarren met today to discuss approaches to having payments happen more consistently.

Issues with the current process

• Fluctuations in the value of ada can create a hardship on funded teams
• Human processing can create delays
• Much of the process is currently manual
• Last minute Funded Proposer reporting can create delays

Next Steps

• Setup an addition meeting to discuss ways with Marek to shorten the window of payments
• Communicate with Funded Proposers to ensure all reporting is done on time, so it does not delay payment processing.
• Develop a calendar, so the community is aware of reporting and payments.

Future State

• Look for pathways to automate the process
• Look at involving stable coins like DJED as soon as the option is available.
