Catalyst-Swarm GitHub Organization Set-Up

The Catalyst-Swarm GitHub Organization was setup on 27th June 2021 by @stephen-rowan.

GitHub Organization Ownership is shared between @whitevo and @stephen-rowan and will need to be passed onto a trustee role who will not be a GitHub repository maintainer.

[ ] check permissions for owners, for some github actions ownership permissions might be neccessary.
