This is something that will require some thinking through. In the past six months, both the Norwegian national library and the British library have asked if they can get metadata for (in the Norway case)

All works in Norwegian languages
All critical writing in Norwegian languages
All works published in Norway / by Norwegian publishers
All works by Norwegian authors or Norway resident authors.

We should think about best way to automate this and best metadata export.
