Geolocation for downloads #30

  1. Get IPs for downloads from a. NITRC b. LORIS
  2. Check IP against known IP vocabulary
  3. Learn unknown IPs (http://freegeoip.net/?)

@bhkoo, do you know how to pull download stats for HBN data (and any other data we share on LORIS)? I already figured out NITRC.
