What is about plans to improve this to CTAN-quality standards and load it up their?

So sorry I haven't seen this for months! I'm not really planning on doing that because if there are remaining bugs they would crop up with all kinds of exotic document classes meaning I'd have to test it with a large number of those to be comfortable uploading it to CTAN.

Maybe you could go ahead and add a very liberal/permissive copyright license to the code (like public domain or MIT Licence) . Someone else could then take the code and bring it to CTAN quality.
