Adding clustering support in Custom VPC on AWS

Adding clustering support in Custom VPC on AWS.

Main changes:

• CML2 configuration is generated based on the virl2-base-config.yml
• Fixes in the cml.sh for Netplan files
• New custom VPC will be created for CML deployment
  • VPC CIDR is configured in the config.yml
  • Subnets are created only in the configured availability zone
• Enabling cluster configuration will create all required multicast infrastructure on the AWS side
• Controller and Computes configs are separated
• Compute nodes are behind NAT GW (they don't have their own public IPs - management is done via Cockpit)
• The number of the compute nodes is provided in the config.yml
• Adding support for spot instances

Breaking changes: This PR may break Azure - I was not able to test it.

Thanks @amieczko-te -- I'll merge this. There's a bunch of additional stuff that still needs to be done for Azure compatibility, some consistency things and also the .pkg vs. .deb thing we talked about. But your PR is the foundation for that additional work. I'll handle the other changes on my end.
