Parking bugs out when upgrading road, and disabling parking #1757

Describe the problem

Upgrading road and removing parking causes cars to drive slowly then despawn

Steps to reproduce

Video shows the bug in screenshots

  1. Upgrade a road
  2. Cars will now park on said road.
  3. Disable parking on that road
  4. Cars will now go from looking to parking -> SEARCHING -> back again

Reloading the save seems to fix this
