First, you should not try to load multiple savegames in one session, it's known to cause strange issues (TM:PE can handle it, but many other mods don't, which you can read in the main log). Always restart game if you are loading different savegame or starting new game,
I also don't know why you have loading screen mod, but disabled.

is name of the map, I see it contains:
To me it makes no sense looking on how map looks, it looks like game got seriously confused (probably because of errors from other mods) and some old data was not cleared properly, because I see very similar stats (if not the same) from first savegame load, as you mentioned. 👀
So always load/start new game once, restart if you want to switch savegame, never subscribe mods or assets when game is running. If you see similar error in the future, you can open TMPE.log and see what was wrong, in 99% cases it's traffic lights configuration, and in 99.999% cases because you have missing network assets (quite common recently) so configuration cannot be loaded correctly (not everything will be loaded, as mentioned in the warning dialog). Use Loading Screen mod to find missing networks and other things

I have just started a new game using a newly installed map (Kanto Region (v.1.6); https://steamcommunity.com/sharedfiles/filedetails/?id=1499512327) and right when the map opened, I got this message;
Traffic Manager mod detected an error while loading saved data. Please do NOT save this game under the old filename, otherwise your timed traffic lights, custom lane arrows, etc. will get unrecoverable. Contact TM:PE team via Steam Workshop page or Discord text chat, prepare log files. [System.Exception]

Before installing the map, I had opened an old savegame and not not get this message. Is something on the map incompatible with TM:PE? TMPE.log is attached. I am also attaching output_log.txt as this contains some strange messages as well (I have installed a new content pack today, which may explain some of it.
