Add News-section to Tapahtumien hallinta-page #202

Tapahtumien hallinta-page should include a news-element at the top (Tiedotteita), which displays headlines (max 5) from a Django app. Clicking on headlines will open full text.

Further description and necessary details to be provided later.

On hold until a notification API is made available elsewhere.

Instead of RSS, apparently we ended up implementing a django app to be used within linkedevents. Details later.
