Closes #221

This PR introduces a new button component to be used for topics on the Detroit Legacy site. Notable features:

Custom icon SVGs supplied by Vinny (from Mayor's design team)
Button labels are slottable to allow for styling from light DOM

Testing

Test various attribute combinations and setting as BS grid in storybook:
