FYI @agrignard @yasushisakai This change means the following is now the case:

Blocks data from the spreadsheet/design team is used (it was downloaded as blocks.csv)
The output simPop.csv uses this blocks data and is ready for the simulation

The blocks.csv and simPop.csv files may be modified as the design team iterates on the spreadsheet.

Yes, I saw it and wonder if that should now use this repo's blocks.csv file (which should be assessable via its submodule path) to reduce redundancy?
