As a Grantee or Specialist looking at the Dashboard, i only see one row per node, with data from the latest transition

To reproduce:

Create a report as any user.
Modify its status once as an admin or analyst or specialist
Go to /dashboard and note that there's two rows for that node you created in step 1.

To fix:

i'm not sure if this can be handled with aggregation in the view. There's a drupal issue for workbench moderation that discusses basically the same problem and offers a solution that could be adapted.

@bobschmitt-civicactions i removed the label because i don't think this affects our Acceptance Criteria.

never mind, added it back, and added a new label called "Acceptance Critieria"

Has something to do with aggregation settings. Will play around with it.
