Proof of concept, submodule markdown files from another repo #1029

Test out whether markdown files can come from a separate repo and rendered in the guidebook.

@grugnog here is the pull request https://github.com/CivicActions/guidebook/pull/1033 where we submodule in https://github.com/CivicActions/policies. Works locally, troubleshooting the read the docs issue with building the PR site.

Previews are working now, however the submodule link goes to a 404. Need to configure read the docs to grab the submodule as well.
