Sap puts you and your enemy in combat in instanced PVP

       1. Join a BG as a rogue
       2. Sap someone
       3. Try to resap them or eat

Using Sap should not put you, or the affected player in combat

On the PTR, this is half fixed, where only your enemy gets combat from sap. On Era, the caster also gets put in combat. This has never been the case throughout every single version ever released of WoW, and seems to have been introduced with SoM1 again as this did not happen during the entirety of Classic 2019-2021. https://github.com/JamminL/wotlk-classic-bugs/issues/711 Sadly I do not have access to the spreadsheet of bug reports that we worked through during the Classic Beta and cannot provide immediate source material; though the fact we had this working and it does not and has never done this outside of instanced PVP, and is also half fixed on the PTR, leads me to believe this should be enough to dispel any reasonable doubt..

As of the new update today, this correctly doesn't put you in combat anymore, but incorrectly still puts your target in combat.

It also puts the target in combat for a moment during duels. Is this proper behaviour?
