Customers cannot order re-delivery of already existing raw data #2671

Description

It is not possible to order re-delivery of raw data from the order portal. Placing a new order with data delivery set at "Raw sequencing data (fastq)" results in the new order ticket being added to the case tickets in StatusDB but does not change the data delivery (see case squarejoey from Ticket #840990 which was re-order as fastq only).

NOTE: raw-data cases set to analyze should trigger decompression when ordered
