Merge to release 1.2.17 #130

Contains the following changes:

Mute persistence was added
Capitalized all command descriptions
Fixed wrong usage of Let's

Discord.js won't be updated to v12 as we still have until November (until discordapp.com support drops and) to finish version 2.0.0 of BulletBot. Additionally, it takes a lot more time to update the bad codebase instead of just making an entry in the hosts file.
