[WIP] Using timeseries database influxdb #63

Description

[x] Introducing Influxdb
[x] Using TICK stack
[x] Using self hosted grafana
[ ] Convert all api calls to use influx db client read/write
[ ] Remove al unnecessary management commands
[ ] Update Dockerfile to Deploy to dokku
[ ] Ensure the static data..json files are working (possible to make these route with influxdb data`
[ ] Move all old data into influxdb using the postgres_to_influx.py script I wrote to port the data over

NOTE: The changes should not be breaking changes

👍🏾 on TimeSeries DB ... especialy TimescaleDB is very interesting as it's built on top of PostgreSQL.
