When you mine several quartz ores from this mod using a pickaxe with the silk touch enchant, and then you put them into a furnace to smelt them, you will notice that it can't be done.
For comparison, in Gems and Crystals mod for Minecraft 1.12 quartz ore smelting works correctly (I checked it out).
