unfortunately I think this is rather specific to the situation - for example you don't seem to be following anyone in your screenshot and this only occurs during following (the border around the chip in following is a separate element, allowing this to happen... with just profile images the borders are done with CSS on the images).
Also, having seen this again between opening this issue and now, I suspect this may have to do with some specific themes: when using Collabora Online in NextCloud, there's a theme that adds the NextCloud logo at the top and changes the color to blue, and I wonder if something is slightly different there leading to a greater misalignment...
It's not present even while following.
When zooming in on a following chip, it seems that things are incorrectly rounded so the border can peel away from the avatar image.
Speculation: I wonder if this is due to some numbers being rounded... I'm not seeing this on Chrome or Firefox but I had a lot of trouble aligning stuff due to pixel rounding and it looks like zooming also breaks this (you can see the gap where the black outline is poking through)
