Add RT-Thread support #10

MounRiver Studio has RT-Thread examples for many CH32V boards. We should support this framework too.

Done in 4ff1ba7d89e65c01339e0b00ecfea6e01971d752 and f1eb50cee3b0a9a068fadc87f54f8c89e3cab310, tested on CH32V307, waiting for more hardware to test support.
