feature(devnet): use arbitrary directory for devnet data and logs

Motivation

because host tends to arbitrary clean it and break devnet

Suggested Solution

do all 100500 places ceremonies to set user provided data folder

Alternatives

handle tmp config (so I cannot be sure all that handle everywhere)

i see one of reason of devnet failures after it run for a while
