Initial cut updating bela to 24.8.0 #63

Initial PR to get bela working with 24.8.0

There are a couple TODOs that we should try to DRY up and make util classes from, notably:

constructing blockchain
constructing bonsai archive
reading the database metadata to determine if receipt compaction
Most importantly, we need to update Besu to offer a non-storage-modifying constructor (or allow overriding) for KeyValueStoragePrefixedKeyBlockchainStorage
