Anaconda Navigator starts but does not launch on MacOS Big Sur

Actual Behavior

Anaconda Navigator starts, the icon is in the dock (with the little dot under it) but the main window never opens. I have tried all of the steps on the Anaconda Troubleshooting page.

Expected Behavior

The main window should open.

Go to find. Type: Anaconda-Navigator.app, hit enter. Or, run anaconda-navigator from the command line.

deleting everything but exporting my env's I find that I:

1. install anaconda
2. recreate my env's using the yml from the exports I ran
3. within the base env run: conda update anaconda

Anaconda is now dead, starts but the main window never opens.
