fixes #44 Issue is generated and saved at both ends on GitHub as well as on db also,

IMP issue should be generated by person have :write access.

@CyrilMishra Please revert #41 changes again. Only push changes of 1 issue to one branch. Keep #41 on hold, we don't need to make another field in the Projects table for that. Will discuss that later.
