Flac support would be cool for VC and would help save a few GB on my PC

Due to III and VC having mss this is technically out of scope (to be fair, this addition was out of scope for San Andreas too, but what's done is done) and would be better suited for a separate plugin much like VBdec, but I will keep it open here for tracking purposes.
