Cb loader won't download content/update CB #127

What steps will reproduce the problem?
1. Loading Character Builder via Cb Loader
2.

What is the expected output? What do you see instead?
Seeing updates and new content of the Cb Loader. I don't see any changes, it 
looks like it's not updating/loading anything. The CB loader just tell me the 
version, but then loads right away the CB without downloading latest version 
and/or prompting a web page with the change log as it used to. (had a problem 
and had to delete CB...)

What version of the product are you using? On what operating system?
CbLoader v1.3.0 on Vista with Oct2010 update.

Please provide any additional information below.
Help?!

Also, when I go in the ddi folder, the CbLoader folder there doesn't have 
anything in it...

I have had this problem before.  Try this:
Uninstall CBLoader and the Builder and then go to the folder: 
Users\(Username)\AppData\Roaming (Note: the AppData folder may be hidden)
If you see a CBloader folder there, Delete it.
Go to: Users\(Username)\AppData\Local
If you see a Wizards of the Coast Folder there, Delete it.
Run the disk cleanup wizard and delete all your temporary files.
Make sure the Wizards of the coast folder is really gone from your Program 
Files folder.

Reinstall the Builder and CBLoader.

Hey, I followed the steps in #2 and it's still not updating. The UpdatePackager 
seems to run, but when I run cbloader, it's clear things are out of date(no 
flex stats even
