Began fixing some of the problems with resuming the app.

Known remaining issues:

[x] The service toggles are not reset on resume
[x] We unbind (and destroy) the handler service every time the app is paused, instead of letting it background
[x] app crash on pause if wifi is turned off. (fixed by brendan's branch)
