I have attached some temporary HTML for https://sandy-helping-hands.appspot.com/welcome

This welcome HTML should also be editable through the administration panel. Eventually /welcome should only be accessible AFTER filling out the application.

From v...@aarontitus.net on February 25, 2013 02:43:44 I'm proficient in writing CSS, but I stink at developing styles from nothing. Therefore, I have NOT implemented CSS in this file. I'm just saying that the form is a step in the right direction, but really ugly, and should be styled by somebody who is better at it than I am.
