Update Legend #235

With the Moore, OK Tornado, we added several new icons to Crisis Cleanup. I'll take a run at updating the legend accordingly. Eventually we should probably create per-incident legends.

It is apparent that each incident will have different icons. Ideally, it would be great for the system to create a custom-generated PNG for each incident.
