I believe that the budgetary process defined explicitly within the body of the Constitution (Article III, Section 8) itself (not within the Guardrails Appendix) should have at least a bit more information constraining and restricting the process.

Some explicit, in-Constitution concepts I would like to see enshrined are language specifying what a budget should or must include at a minimum similar to the text describing governance action requirements (Article III, Section 6):
A proposed budget MUST include, at a minimum:
* A maximum effective term
* A maximum spend in the given term in addition to specific appropriations
* A budgetary administrator(s) for the given term
Additionally the Constitution should explicitly state that only one budget may be active at a time to prevent the community from simply proposing and passing a new budget if the currently active budget has been exhausted due to frivolous or abusive spending.
