What Article or Section of the Constitution should this apply to? Appendix I, Cardano Blockchain Guardrails

Describe the reason for your proposed extraction We, as a community, should insist that the Guardrails section of the Constitution should be removed to a separately hosted and maintained document with its own criteria for updates and modifications separate from the Constitution. As it stands now, every time we want to perform a Hard Fork and introduce a new era and functionality we will need to provide an updateConstitution action merely to change the smart contract and parameters defined within the Guardrails section of the document.

However, my fear is that this will introduce the "argument" for everyone who wants to make minor tweaks and changes to the language of the Constitution itself (see Pork Belly Spending in the US Senate). If this was a separate document/proposal, such as the Budget and most likely other "procedural" documents will be, then they may more easily be adapted and modified with time and culture than the root document governing our ecosystem.

Also if the Guardrails are on the ledger, then that's where they're ultimately defined anyways. A secondary document should IMHO just be a reference for what is already on-chain.
