We should at least define some guidelines that allow and define some procedural clarification around determining what, if any, compensation is given to delegated representatives (dReps).

dReps may be compensated. dReps must not participate in votes determining dRep compensation.

Additional Context There is probably some additional clarification that we will need here including:

• How should we determine the current (if any) dRep incentive scheme and what agency or enterprise will administer it?
• What the voting (info action, with greater than 51% support of SPOs and CC members, etc) procedure will look like
• What, if any, the timeline for expiry of a given dRep Incentive Scheme should/must be
• Should dReps at least have their on-chain transaction fees reimbursed?

My two cents is to scrub anything related to compensation from the Constitution, at least for now. There are too many discussions and debates that need to happen before we get anywhere close to compensating dReps or the CC. And even then, does it really need to be enshrined in the Constitution?
