Banner rotation and work instructions for the banner

Place holder to work out the desk-instructions for admins and mods and event organizers for how to get a banner into the site.

ADMINCP access is required to change banners.

Follow this down into the HTML TEMPLATES for the DEFAULT skin (under THEMES in ADMINCP):

You'll note the syntax includes a START and END date for the banner in YYYY/MM/DD format.

Any number of banners can be added.

Banners will drop off the rotation as their END DATE is reached.

Banners will rotate on a PER PAGE CHANGE. I.e. Going from the main forum page into a a category or sub forum will change the banner. Each page change a person has during their viewing time will rotate the banners.

It's my $0.02 that we need some new banners -- especially for the upgrade news/items and to make sure any banner that is describing a stale event is removed.

I also noticed an issue that on mobile platform, the banner graphic itself does not "fill the corners" of the real-estate afforded the banner rectangle in the mobile platform.

On the Desktop the banner "fills the corners", but on mobile it doesn't. Ie., there's black wasted real-estate in the rectangle afforded for the target banner graphic itself.

Something to investigate?

Here is the WIP banner Scuzzy is working on. It should be done by the 23rd at the latest.

Still bird dogging the issue with mobile banner.

Brother Tyler, any feedback from the Mods on "active" events that we have banners for?

I've updated the banners. I've put a placeholder image for the one that Dom is working on. Feel free to get rid of the one I put in (just the B&C name) and replace it when Dom's is ready.

New banner and new art can be tracked when that occurs. The gist of the issue is resolved.
